The meeting of the Committee on Bioethics of the Council of Europe (DH-BIO) took place on the 4-7 June in Strasbourg. Vice-Rector for International Relations and International Students Research and Training, Full Professor Olesya Hulchiy took part in the discussion of the Draft Guide on public debates, the Strategic Action Plan for the next two years and many other issues on the agenda.

The regular 15th meeting of the Committee was preceded by a high-level seminar "Public Debate as a Tool for Governance of New Technologies", organised under the auspices of the French Presidency of the Committee of Ministers of the Council of Europe. The Ukrainian side noted the importance of public discussions on specific health issues for the development of democratic processes in Europe, in particular, the reforms of the industry in Ukraine based on the integration of our country into European and Euro-Atlantic institutions, transparency, decentralization and observance of the rights of equal access of patients to medical services, as well as implementation of the provisions of the EU-Ukraine Association Agreement on public health, etc.



At the opening session of the plenary meeting Thorbjorn Jagland, Secretary General of the Council of Europe, Brigitte Bourguignon, Chairman of the Social Affairs Committee of the French National Assembly, President of the Parliamentary Assembly of the Council of Europe, Liliane Maury Pasquier, Chairman of the Bioethics Committee of the Council of Europe, Tesi Aschan (Sweden) gave welcoming speeches.

At the meeting, the Bureau of the Committee reviewed the results of the meeting from March 11-13, 2019, discussing the latest achievements in bioethics in the member states of the Council of Europe, the project on the governance of public debates, research materials on genome editing technologies, gender equality issues, best practices in mental health, cooperation with CE committees and Strategic Action Plan for the next two years.

The invitation of the Academy delegates to work at the structures of the highest international level shows not only recognition of the role and achievements of NMAPE, but also expansion of opportunities for establishing international cooperation, aimed at achieving both population and individual health of each person.
