On December 13, 2019, in the Shupyk National Medical Academy of Postgraduate Education a meeting of the one-time specialized scientific council DF 26.613.001 was held. During this meeting for the first time in Ukraine a defense of the dissertation for obtaining a degree of Doctor of Philosophy in the field of study 22 Health care in speciality 222 Medicine (specialization "Ophthalmology") took place.

Specialized scientific council DF 26.613.001 of the Shupyk  NMAPE was created by the order of the Ministry of Education and Science of Ukraine dated 13.11.2019  № 1415 for consideration of the dissertation of a correspondent postgraduate student of the Department of Ophthalmology of the Shupyk NMAPE, an ophthalmologist of the Ophthalmological Department of the Counseling Diagnostic Center of the State Scientific Institution "Scientific and Practical Center for Preventive and Clinical Medicine" of the State Management of Affairs of Frolova Svitlana Serhijivna with the title "Effectiveness of determining the risk factors for the development of age-related macular degeneration".

The scientific adviser of the applicant was Professor of the Department of Ophthalmology of the Shupyk NMAPE, Doctor of Medical Sciences, Professor Shargorodska Iryna Vasylivna.

Official opponents: Head of the Department of Ophthalmology of Kharkiv National Medical University of the Ministry of Health of Ukraine, Doctor of Medical Sciences  Professor Bezditko Pavlo Andrijovich and Head of the Department of Ophthalmology of Danylo Halytsky National Medical University of the Ministry of Health of Ukraine, Doctor of Medical Sciences Professor Gudz Andrij Stepanovych.

Official reviewers: Professor of the Department of Ophthalmology of  the Shupyk NMAPE of the Ministry of Health of Ukraine, Doctor of Medical Sciences Professor Mogilevskyy Sergij Jurijovych and Associate Professor of the Department of Ophthalmology of the Shupyk NMAPE of the Ministry of Health of Ukraine, Candidate of Medical Sciences Kosuba Sergij Ihorovych.

The meeting was held by the Chairman of the one-time specialized scientific council DF 26.613.001 Doctor of Medical Sciences, Professor Petrenko Oksana Vasylivna, Professor of the Department of Ophthalmology of the Shupyk NMAPE of the Ministry of Health of Ukraine with full observance of the requirements of item 21 of the Procedure of conducting an experiment for awarding the degree of Doctor of Philosophy in the field of study 22 Health care in specialty 222 Medicine (specialization "Ophthalmology"), approved by the resolution of the the Cabinet of Ministers of Ukraine dated 06.03.2019 №167.

The meeting was held in the spirit of an open scientific discussion, questions were asked from all the participants of the meeting, including the Chairman of the council, opponents, reviewers and invited staff of the department, some questions were also sent to the Academy at the council address by e-mail. The applicant provided comprehensive answers to all the questions that satisfied all members of the specialized council. Each of the opponents and reviewers highly appreciated the dissertation and its author.

During the meeting, the council established the level of acquisition of theoretical knowledge, abilities, skills and other competencies by the applicant, that enabled her to complete a research work containing new provisions and new scientifically sound results in the field of ophthalmology, which solve an important scientific and applicable task of improving the quality of diagnosis of age-related macular degeneration by determining the role of risk factors and genetic polymorphism of candidate genes (ARMS2, CFH and VEGFA) in its occurrence and progression within patients in Ukraine and development of methods of active medical management of this pathology in the case of outpatient care. After the discussion, the final word was given to the applicant, who expressed in it her conclusions regarding the results of the discussion of her dissertation.

According to the results of a secret ballot a decision was made unanimously to award Frolova Svitlana Serhijivna with a degree of Doctor of Philosophy in the field of study 22 Health care in speciality 222 Medicine (specialization "Ophthalmology").
