Has headed the department since its foundation (1986).
Today under the leadership of Full Professor O. P. Mintser there are performed the following research works of the department: "To develop the principles for the creation of the single state system of informational support of health care institutions" (state-financed, on the order of the Ministry of Health of Ukraine, 2011-2013) and "Organizational and pedagogical principles of communicative approach in postgraduate medical education with the use of distant technologies" (initiative, 2013-2015).
In 1963 Full Professor O. P. Mintser graduated with honours from O. O. Bogomolets Kyiv Medical Institute(now –O. O. Bogomolets National Medical University), medical faculty; in 1967 –Taras Shevchenko Kyiv State University, radiophysical faculty.

Full ProfessorO. P. Mintser isone of the foundersof medical informatics and cybernetics in Ukraine. Hewas a founder of the scientific school. There were defended 79Candidate 15Doctoral theses under his guidance.He is the author of over700 scientific publications, including 35monographs andtextbooks, 21 patents.
Mintser O. P. is the author and director of national systems "Certification of Medical Knowledge" (1991-1997) , "Medical Electronic Passport of the Citizen of Ukraine" (2008-2010) , "The Development of the Principles of a Unified State Information System of Health Care" (2011-2013), a member of the international projects: 1988-1993 - "Health in Harmony" (WHO, Switzerland, Geneva - Kyiv) - project co-manager, 1989-1995 - "Primary Health Care in Europe" (WHO, Switzerland, Geneva) - regional manager, joint project with Institute of Primary Health Care (Netherlands, Utrecht ) and Centre of Primary Health Care (Kazakhstan, Alma-Ata ), 2002 - "Health Care in Ukraine" (UNDP), 2004 - programme "IMS Simple Sequencing and SCORM 2004: Achieving Multiple & Adaptive Learning Path Design Strategies in SCORM Content" (European Educational Organizations and European IMS GIUNTI Labs); 2004-2006 - EU project "Management and Financing of Health Care in Ukraine", 2004-2007 – Swiss-Ukrainian programme "Improving Perinatal Services in Ukraine"; 2005-2006 - EU project "Support of the Development of the Systems of Medical Standards in Ukraine"; 2007-2008 project "Together for Health" (USAID, the USA) and Harvard School of Public Health (the USA) concerning the teaching of practical cases; 2007-2009 EU project "Support of the Reform of Secondary Health Care System in Ukraine"; 2008-2010- Swiss-Ukrainian programme "Family Planning and Reproductive Health in Ukraine"; since 2007 has been participating in the project "Doctors Network" of the World Federation of Ukrainian Medical Associations, the USA.
In 2006 at the initiative of Full Professor O. P. Mintser there was introduced the specialty 14.03.11 "Medical and Biological Informatics and Cybernetics" (medical and biological sciences) and created a specialized Academic Board D 26.613.10 for the defense of the thesis for the degree of Doctor (Candidate) of Sciences, which he had headed. The Board was opened in NMAPE.
In 2007 there was created a new scientific journal "Medical Informatics and Engineering", is a professional edition of the Higher Attestation Commission of Ukraine, editor-in-chief–Full Professor O. P. Mintser.
Lines of investigation are the following: medical informatics and cybernetics, decision-making theory, image recognition, mathematical modeling, information problem of valeology, the theory of interaction of electromagnetic fields.
Full Professor O. P. Mintser made a large amount of work on the systematization of medical knowledge, their quantitative interpretation. The research of Full Professor O. P. Mintser on automatic classification of the diseases and conditions (1980-1984) arouse a considerable interest. The use of multivariate statistical analysis made it possible to create new patterns of diagnosis, prognosis and treatment of the diseases of the lungs, complications after the surgical treatment of valvular lesions of the heart, the diseases of the gastrointestinal tract and endocrinological pathological processes.
He produced the first in the country guide on biological and medical cybernetics (1986), developed and published training programmes of medical informatics in medical schools (1987), medical institutes (1988), postgraduate training of doctors and pharmacists (1986).He organized the first in the country the Department of Medical Informatics and Engineering at Kyiv State Institute of Advanced Training of Physicians.
In the recent years the interest of Full Professor O. P. Mintser has focused on two issues: the creation of the theory of health and informational (non-medicamentous or alternative) medicine.
The original definition of health of the individual and the population was given by Full Professor O. P. Mintser. It is based on the theory of self-organizing systems and allows us to considerate the issue of health assessment, its trend from the fundamentally new positions. Quantitative characteristics, which are inherent in the concepts, make it possible to apply intensive information technologies without any difficulties.
The new ideology of health proposed by O. P. Mintser has an out standing value. It was discussed and adopted by the World Health Organization (WHO). The concept of measuring of the individual and population health formed the basis of the World Festival "Health in Harmony" (Kyiv, 1992). Holding this festival largely contributed to solving the most important goals of WHO"...to ensure health for all by the year 2000".
It is also important to emphasize that the suggested ideas were used in screening studies of the population health, in the systems of mass preventive and specialized examinations. Full Professor O. P. Mintser was a head consultant of the temporary scientific group (TSG) "System", established by the Academy of Sciences of the USSR and the Ministry of Health of the USSR. As a result of the activity of TSG there was proposed the automated system of prevention examination of the population "ASPON-90", adopted by the Ministry of Health of the USSR for serial production.
The principles of alternative (information) medicine are becoming more and more popular nowadays. The studies of the effectiveness of local influence on biologically active points of electromagnetic radiation of ultrahigh frequency (EMR UHF) of millimeter wavelengths of nonthermal intensity turned out to be extremely successful.
Full Professor O. P. Mintser took part in the development of theoretical and practical foundations of the new priority approach to the diagnosis and treatment of patients. He, in particular, got the evidences of the information nature of the influence of EMR UHF, proposed new methods of EMR UHF application.
An important role played the works of O. P. Mintser in the implementation of information technologies in primary healthcare for the population.
Another area, on which Full Professor O. P. Mintser is working, is associated with the creation of the medical information systems of new type. They are based on the proposed Medical electronic passport (MEP). As a result, there is developed the technology of the creation of a unique branched database that contains the information about the current condition of the health and the results of previously conducted medical examinations and treatment of every citizen of Ukraine.
The next direction of the work of Full Professor O. P. Mintser is focused on the education informatization. His main ideas related to the substantiation of the main component of the concept of educational network - free access to information resources. He was one of the founders of the open and virtual universities, the involvement of the remote and small towns to the educational network. Because of this, he pays special attention to the informational decentralization of education and related multiple technologies such as distant education, telemedicine, the development and implementation of the innovative systems of knowledge transfer, based on the distant education and images processing.
In the last five years the research concerning the development of the principles of distant education, the continuing professional development of physicians and pharmacists, knowledge engineering, methods of evidence-based medicine, telemedicine, problems of education quality and the creation of the branch state standards of higher postgraduate education, conceptual approaches to the quality of medical aid, the creation of monothematic training video films and e-books are also of great importance. Full Professor O. P. Mintser is the author of the concept of a common medical education space in Ukraine. He is a co-manager of the projects on the second higher education in medical law, health economics, medical biology.
In 2000 he was awarded the honorary title "Honoured Worker of Science and Technology of Ukraine." He was awarded the Order of Merit of the 3rd degree (2003), the 2nddegree (2008). The Order of St. Agapitus Pecherskyi of the 2nddegree (2008), Medal named after Leonhard Euler, European Academy of Natural Sciences (2009), Panteleimon the Healer cross (2010), Medal named after the Academician Glushkov (2011).
