The leading strategic task of the state, an important component and resource of national security of Ukraine is the care for improving the health of each serviceman, ensuring effective operation of the Healthcare System of the Armed Forces of Ukraine and other structures of the state security sector as a set of national and sectoral medical and social measures, creating for servicemen wide access to healthcare in peacetime and wartime.

The implementation of these functions of the state in martial law requires a combination of capabilities and efforts of medical services of the Armed Forces of Ukraine and other structures of the state security sector (hereinafter - military medical services), as well as institutions, civil healthcare facilities and medical organizations other forms of ownership (hereinafter - medical services) within the sole medical space are united by the main legal document - the Military Medical Doctrine of Ukraine.

State policy on the creation of a united medical space, the territorial principle of organization of military medical services and healthcare service will optimize the structure of the medical supply system and the number of personnel of medical units and institutions, which must meet the world's leading countries standards and be unified and ensure the integration of resources, forces and means of medical care for their integrated use in the interests of all military units, institutions and agencies stationed within the state.

Military Medical Doctrine of Ukraine is a set of scientifically sound principles that determine the system and methods of medical support of military operations in specific historical conditions, which include means and methods of armed struggle, the level of medical science and practice, the forces and means, and features of theaters military action. The legal basis for its development is the Constitution of Ukraine, Laws of Ukraine, the Military Doctrine of Ukraine and other regulations on health care in Ukraine, state defense and the use of the Armed Forces of Ukraine.

The Military Medical Doctrine of Ukraine reflects the general positions, principles and requirements for the organization of medical care for troops, civilians and does not detail some of its components and clinical aspects.

The Military Medical Doctrine of Ukraine positions apply to medical support of the Armed Forces of Ukraine and other structures of the state security sector in peacetime and wartime and are the basis for developing other regulations and guidelines on medical support of the Armed Forces of Ukraine and other structures of the state security sector.

The "Military Medical Doctrine of Ukraine" draft was first published in the newspaper "News of Medicine and Pharmacy" №1 (525), 2015.

Today the "Military Medical Doctrine of Ukraine" draft was published in the journal "The Health of Society" № 5-6, 2021
