Vasyl M. Mykhalchuk, MD, Dr. Sc.,Full Professor, Acting Head of the Department of Public Health Management, Honored Worker of Public Health of Ukraine.

Graduated from Ternopil State Medical Institute, Medical Faculty (1980) and Interregional Academy of Personnel Management of Kyiv, Department of Law (2008).

Worked as Medical Officer of Personnel Section at Regional Health Care Department; Head Physician of Regional Station of Blood Transfusion; Head of Primary Medical Sanitary Care Management of the Ministry of Health of Ukraine; Deputy Head of Medical Care Management and Organization; Head  of Primary Medical Sanitary Care Management at Medical Care Organization Department of the Ministry of Health of Ukraine; Head of the Section for  Conducting State Programs of Medical Care Organization and Development Department of the Ministry of Health of Ukraine; Head of the Unit on Maintaining Minister’s Activity of the Ministry of Health of Ukraine; Vice-Chairmen of the Committee on HIV/AIDS and other socially dangerous diseases; Full Professor of the Department of Public Health Management (at present).

Area of expertize: labor law, staff relations and personnel management system, applying health care legislation basic principles, state purchasing principles. 

Participated in preparing “The Program on Development of Blood and Blood Components Donorship in 2002-2007” (approved by The Cabinet of Ministers of Ukraine, Resolution No. 1403 from 26/10/01) and a number of other program documents.

Participated in developing State Social Standards of Outpatient and Polyclinic Aid for People in 46 specialties, “Complex Measures on Improving Healthcare for Rural Population during 2002-2005”, “Complex Measures on Prophylaxis and Treatment of Dental Diseases during 2002-2007”, “The Program on Development of Disaster Medicine State Service during  2002-2005”, National Program on Prophylaxis of HIV-infection, Treatment, Care and Support of the HIV-infected and Patients with AIDS during 2009-2013(approved by the Law of Ukraine from 19/02/09, No. 1026-VI, the Draft Law on amending the Law of Ukraine “On Combating Tuberculosis”.

He works on developing new normative legal documents and programs; is engaged in research; co-author of 65 scientific works: 1 monograph, 1 educational manual, 4 patents and 59 scientific works.

He was one of the co-authors who developed the method of trypsin-like proteinase inhibitor extraction from wastes of gamma globulin production as antiviral medicine for humans. Works on studying normative legal aspects for health care quality management
